What is strategic workforce planning?

Strategic workforce planning (SWP) is the process of analysing your current workforce, forecasting future needs, and developing a plan to close the gap. Unlike operational headcount planning, which focuses on next quarter, SWP looks two to five years ahead. It asks: what skills and roles will we need to execute our strategy? How many people? Where? And how do we get there through hiring, developing, redeploying, or outsourcing talent?

Step 1: Understand the business strategy

Workforce planning must start with the business strategy, not with HR data. Meet with senior leaders to understand the three to five year plan: which markets will you enter, which products will you launch, what technology investments are planned? Translate these business goals into people implications. A new digital product requires software engineers; market expansion into Germany requires German-speaking commercial staff.

Step 2: Analyse your current workforce

Build a clear picture of your current workforce by segment: role, function, location, skills, age profile, and performance level. Identify critical roles (those with disproportionate impact on value creation) and critical capabilities (the skills needed to execute the strategy). Highlight gaps between current capabilities and future requirements. Your HRIS is the primary data source for this analysis.

Step 3: Forecast supply and demand

Demand forecasting models how many people you will need in each segment to execute the strategy. Supply forecasting models how many people you will have, accounting for attrition, retirements, and internal mobility. The gap between supply and demand is your workforce risk. High-risk gaps require urgent action; low-risk gaps can be managed through ongoing hiring.

Step 4: Develop and execute workforce strategies

Close gaps through a combination of build (develop internal talent), buy (hire externally), borrow (use contractors or outsourced partners), and bind (retain critical employees through targeted rewards and development). Document your strategy for each critical role and review progress quarterly. Build workforce planning into the annual budgeting process so that headcount investment is tied to strategic need rather than historical patterns.
